कोई भी बाहरी श्रमिक रास्ते में पैदल गांव जाता मिला तो एसडीएम होगा जिम्मेवार : कलक्टर

बीकानेर, (samacharseva.in)। बीकानेर में अब कोई भी बाहरी श्रमिक यदि रास्ते में पैदल ही अपने गांव जाता दिखाई दिया तो संबंधित क्षेत्र का उपखंड अधिकारी इस बात के लिये जवाबदेह होगा। बीकानेर कलक्टर कुमार पाल गौतम ने कहा कि जिले से एक भी व्यक्ति अपने घर जाने के लिए पैदल रवाना ना हो, प्रशासन हर व्यक्ति की मदद के लिए तत्पर है और पूरी संवेदनशीलता रखते हुए घर जाने के इच्छुक प्रत्येक व्यक्ति के लिए प्रशासन द्वारा पुख्ता बंदोबस्त किए जा रहे हैं।

गौतम ने सोमवार को राजीव गांधी सेवा केंद्र में वीडियो कॉन्फ्रेंसिंग के जरिए उपखंड अधिकारियों को इस सम्बंध में कहा कि उपखंड या तहसील स्तर पर क्वेरंटीन सेंटर में रूके श्रमिकों के घर जाने की व्यवस्था करवाएं साथ ही यह भी सुनिश्चित करें कि कोई व्यक्ति पैदल अपने घर के लिए रवाना ना हो। उन्होंने कहा कि यदि कोई भी व्यक्ति पैदल रवाना होता पाया गया तो सम्बंधित उपखंड अधिकारी की जिम्मेवारी होगी। कलक्टर ने कहा कि राज्य वार श्रमिकों को भेजे जाने की संख्या आदि की सूचना प्रतिदिन भेजनी होगी ताकि इस आधार पर बसों या विशेष ट्रेन के माध्यम से इच्छुक को गृह राज्य पहुंचाया जा सके।

गौतम ने कहा कि ग्रामीण क्षेत्रों में अर्थव्यवस्था चालू है और लोगों के लिए रोजगार की संभावना भी है। उपखंड अधिकारी अपने क्षेत्रों में औद्योगिक नियोजनकर्ताओं के साथ बातचीत कर यह भी प्रयास करें कि श्रमिकों को रोजगार दें और रहने खाने की व्यवस्था करें जिससे यहां की औद्योगिक गतिविधियों को सुचारू रूप से चालू रखा जा सके।  उन्होंने कहा कि अधिकारी ऐसी इकाईयों में विजिट करें और नियोक्ताओं तथा श्रमिकों को अपने काम में संलग्न रखने के लिए प्रेरित करें। पटवारी आदि के मार्फत यह सर्वे करवाया जाए कि किन इकाईयों में कितनी लेबर काम कर रही है ताकि यह पता लगाया जा सके कि कहीं कोई व्यक्ति पैदल तो नहीं रवाना हुए हैं।

गौतम ने कहा कि गर्मी का मौसम है, अन्य राज्यों से आए लोग भावनात्मक रूप से निर्णय लेते हुए पैदल रवाना ना हो, प्रशासन को श्रमिकों की पीड़ा का अहसास है। उनकी बेहतरी के लिए पूरे प्रयास किए जाएंगे। जिला कलेक्टर ने स्पष्ट शब्दों में निर्देश दिए कि अन्य राज्यों में अटके व्यक्तियों को लाने के लिए जिले से बस भेजकर उन्हें लाने की अनुमति दी जा सकती है लेकिन इसके लिए संबंधित जिला (जहां वे व्यक्ति अटके हैं) कलेक्टर की अनुमति लेनी होगी। ट्रांजिट ट्रैवल भी अनुमत है। उन्होंने कहा कि दूसरे जिलों से आने वाले लोगों से बांड नहीं भरवाना है केवल बाहरी राज्यों से आने वाले लोगों से ही होम क्वॉरेंटाइन रखे जाने का बांड भरवाना होगा।

वीडियो कॉन्फ्रेंसिंग में निदेशक माध्यमिक शिक्षा सौरभ स्वामी, एसडीएम बीकानेर रिया केजरीवाल, प्रशिक्षु आईएएस अभिषेक सुराणा, अतिरिक्त जिला कलेक्टर (प्रशासन) एएच गौरी, आरएएस अधिकारी शैलेंद्र देवड़ा सहित सभी उपखंड अधिकारी और अन्य अधिकारी उपस्थित थे।

अंतर जिले में आवागमन हेतु नहीं लेना होगा पास

जिला मजिस्ट्रेट ने कहा कि जिले और प्रदेश के अन्य जिलों में अनुमत गतिविधियों के लिए आवागमन हेतु किसी भी प्रकार के पास की आवश्यकता नहीं होगी। गैर अनुमत गतिविधियों या घूमने फिरने के लिए निकलने वाले लोगों पर कड़ी कार्यवाही की जाएगी।

अन्य राज्य में जाने के लिए पास जरूरी

गौतम ने बताया कि अन्य राज्यों में जाने के लिए पास लेना होगा। यह ई मित्र के जरिए कलेक्टर कार्यालय से पास प्राप्त किया जा सकता है। अन्य राज्य से पास लेकर कोई व्यक्ति जिले में आता है तो उसे किसी एनओसी की आवश्यकता भी नहीं होगी।

14 दिन तक क्वेरंटाइन

कलेक्टर ने कहा कि अन्य राज्यों या जिले के बाहर से आकर रहने वाले लोगों को आवश्यक रूप से 14 दिन तक क्वेरंटाइन में रहना होगा।

SDM will be responsible if any external workers are found going on foot on the way: Collector

Bikaner Collector Kumar Pal Gautam said that not a single person from the district should go on foot to go to his house, the administration is ready to help every person and keeping full sensitivity, every person wants to go home and make strong arrangements by the administration Are going On Monday, through video conferencing at Rajiv Gandhi Seva Kendra, Gautam asked the subdivision officers to make arrangements for the workers to stay at the quarantine center at the subdivision or tehsil level, as well as ensure that a person walks on their home.

The Collector said that the state-wise workers need to send information about the number of dispatches etc. daily so that the aspirants can be transported to the home state by means of buses or special trains. Gautam said that the economy is on in rural areas and there is a possibility of employment for the people. Subdivision officers should also try to negotiate with the industrial planners in their areas to give employment to the workers and make arrangements for lodging so that the industrial activities of this place can be kept running smoothly.

He said that officers should visit such units and motivate employers and workers to engage in their work. Through Patwari etc., a survey should be conducted about how much labor is working in which units, so that it can be ascertained whether any person has left on foot. Gautam said that the summer season, from other states who are not emotionally left foot while taking decisions, administrative workers the pain of feeling. All efforts will be made for their betterment. The District Collector gave instructions in clear terms that to bring the stuck persons to other states, the bus can be allowed to be brought from the district, but for this, the permission of the Collector of the concerned district (where those persons are stuck) will have to be obtained.

Transit travel is also permitted. He said that bonds from people coming from other districts should not be filled, only those coming from outside states will have to get bonds of home quarantine. All the subdivision officers and other officers, including Director Secondary Education Saurabh Swamy, SDM Bikaner Riya Kejriwal, Trainee IAS Abhishek Surana, Additional District Collector (Administration) AH Gowri, RAS Officer Shailendra Deora and other officers were present in the video conferencing.

Pass will not have to be taken for traffic in inter district

The District Magistrate said that no pass of any kind would be required for movement for the permitted activities in the district and other districts of the state. Strict action will be taken against non-permitted activities or people going out for leisure.

Pass required to go to another state

Gautam told that one has to take a pass to go to other states. This pass can be obtained from the Collector office through E Mitra. If a person from other state comes to the district with a pass then he will not need any NOC.

14 day quarantine

The collector said that people coming from outside other states or districts would necessarily have to stay in Quarantine for 14 days.
